Moshe Bar-Siman-Tov has vast experience in directing large-scale public and governmental systems, and in leading strategic processes on the national level. He is deeply familiar with all aspects relevant to finance, healthcare, and regulatory systems. Mr. Bar Siman-Tov has led strategic and structural changes, as well as organizational innovation and digital transformation of the healthcare system in Israel.

From July 2015 until June 2020, Mr. Bar-Siman-Tov served as the Director General of the Israeli Ministry of Health. He was responsible for the national, professional and medical response during the first phase of the COVID-19 pandemic, spearheading the implementation of national policies, leading the professional Ministry team, in coordination with and supervising preparation of the hospitals, laboratories, research centers, and all other relevant bodies. In addition, Mr. Bar-Siman-Tov addressed the Israeli media and public alongside the Prime Minister to convey and explain governmental policy.

As the Director General, Mr. Bar-Siman-Tov held direct responsibility for a budget of 60 billion NIS per year (18 billion USD), alongside indirect responsibility of an additional 40 billion NIS per year (11.5 billion USD). He was also responsible for 3,600 employees of the Ministry, over 40,000 employees of the various public hospitals, as well as indirect responsibility for an additional 100,000 healthcare employees.

Among other endeavors, Mr. Bar-Siman-Tov was in charge of preparing and promoting a strategic long-term plan for the Ministry of Health, to face the future challenges of the next decade of national health systems. He promoted innovation of the health system, while heading up an intergovernmental plan of digitalization, in coordination with other agencies, as a growth engine for the economy.

Mr. Bar-Siman-Tov is an economist, holding a master’s degree from the Hebrew University of Jerusalem in Economics and Business Administration and spent 11 years in the Ministry of Finance. Prior to his position at the Ministry of Health, he served as the Economic Minister at the Israeli embassy in Washington D.C.
